✨ feat(ci): build windows 3.15t wheels - #472

Conversation
Since pyo3 0.29, Windows import-lib generation uses the built-in raw-dylib rustc feature instead of python3-dll-a, which never had 3.15 .def files. Confirmed: python3-dll-a isn't even in our Cargo.lock despite enabling generate-import-lib, and the actual wheel builds successfully on both x64 and aarch64.

Windows
3.15twheels were skipped, citingpython3-dll-alacking.deffiles past 3.14t. That's stale: since pyo3 0.29 (we're on 0.29.3), Windows import-lib generation moved to the built-inraw-dylibrustc feature, whichgenerate-import-libnow defers to —python3-dll-adoesn't even appear in ourCargo.lockdespite the feature being enabled (confirmed with PyO3/python3-dll-a#103).Removing the skip and actually building confirms it:
tox_toml_fmt-1.10.4-cp315-cp315t-win_amd64.whlbuilds cleanly on bothx64andaarch64, same as the existing Linux/macOS3.15twheels.
