Pin the identity of parsed headers outside READ - #627

Pins, for every variation and qualifier outside a READ request, whether the parser accepts a header, the variation and qualifier of the parsed header, the error for rejected and truncated headers, and the HeaderInfo that master extraction passes to a ReadHandler, ahead of deriving a header's variation from its payload.

Pins the identity of parsed headers: the accepted variations per qualifier outside READ, each header's variation and qualifier, READ headers, truncated and malformed input, and the HeaderInfo the master passes to ReadHandler for every response header, ahead of deriving a header's variation from its payload. Adds a test-only ObjectHeader::variation() accessor that the refactor replaces.
