Add one native Linux ARM64 job on ubuntu-26.04-arm using Python 3.14 and the existing libvips installation, lint, type-check, and tox steps. The six existing x64 Python jobs remain unchanged.

This covers the native libvips/CFFI integration on ARM64 while adding only one job and retaining the same Ubuntu release across architectures.

Validation: checked matrix expansion, preservation of existing steps and triggers, and whitespace. actionlint passes with a local configuration listing the GitHub-documented Ubuntu 26.04 runner labels; the installed linter does not yet recognize those labels. Native Linux ARM64 test execution is left to hosted CI; no application test suites were rerun locally.

Run the existing Python 3.14 CI steps on ubuntu-26.04-arm. Preserve the six existing x64 Python jobs and add only one native ARM64 job to cover the libvips/CFFI integration without doubling the matrix.

Validation: matrix expansion preserves existing rows, triggers, and steps; git diff --check passed. actionlint passed with a local runner-label configuration for the GitHub-documented Ubuntu 26.04 labels, which the installed linter does not yet recognize. No application tests rerun locally; native Linux ARM64 execution requires hosted CI.
