Implement the SONiC provider for Fabriclet

Summary

This enables wirelet-sonic to communicate with the SONiC agent and manage Wire resources on a SONiC switch.

Basic Example

This would be about implementing the cellruntime interface, whichever are applicable:

Motivation

Implementing it enables Wirelet to register the switch and its interfaces, and apply Cells on SONiC switches.
