fix: keep stopped servers offline until explicitly started - #5610
Draft for discussion. This revision is independently based on master and contains no commits or code from #5609. The diff is 34 files, +1,294/-68, versus the previous master-relative +2,641/-212 (the previous stop-only slice was +1,758/-230).
Saved SSH reconnects now only attach. Accepted API stops persist host state for clients that were offline, and the desktop/mobile machine list offers explicit Start. A reachable host confirmed absent after a crash shows offline; network errors and partial startup do not grant Start. Other saved clients reconnect after a start. Compatible generation-1 connections remain available; frozen codecs, method shapes and fixtures are unchanged. No dependencies were added.
Removed the standalone Local keep-open/recovery feature, the optional machine start CLI, the separate process-test harness, duplicate inactive-host representation and duplicated socket-checking logic. The remaining host coordination prevents delayed starts crossing a newer Stop or session deletion, preserves shutdown ownership through teardown, and orders live handoff/rollback. Tests are consolidated into their owning suites.
Windows Start uses master's existing launcher. Native SSH validation confirms it still starts in Session 0; desktop-dependent tool limitations remain. #5609's desktop/sign-in policy is not integrated or required here. A later integration must route remote Start through that policy-aware launcher while carrying the captured epoch.
Validation:
just check passed on 4e7dcca: 3,514 native Rust tests plus repository maintenance, architecture, integration-asset and docs checks.
CI on 4e7dcca passed Linux (4,139 tests), macOS (3,919), Windows (3,514), packaging, distribution and commit checks. The saved-Start scenario proves named-session/default-process isolation.
Review Suite fast rvw_8936f857 is complete and clean on 4e7dcca. CodeRabbit and Greptile completed on that head; all addressed inline threads have replies and are resolved. The previously requested Ponytail review ran once and was not repeated.
Exact-head release bundle native SSH smoke passed: cold Start/live reuse, fresh stopped probes, both passive bridge forms, stale and delayed-child rejection, restart/crash recovery and delete fencing. Binary SHA256 45C239102D177DFE509625A917B8EF758A9C94A9423001DD9765B317C7DFBB80. Temporary stage removed with zero owned processes; both pre-existing user servers preserved. Launch remained Session 0 as disclosed above.
Qualification: host helper and running server must be updated for the stop guarantee; independent service restart policies are outside it. Stable Unix parent aliases share state. Socket-leaf links, symlinked session-hierarchy replacement, and relative Windows pipe names from different working directories remain outside the qualified behavior.
Keep this PR draft/non-ready until the requested discussion is decided. Do not merge.

Walkthrough
The change adds lifecycle receipts and epoch checks for server startup, API stops, live handoff, and session deletion. Remote host-control commands report status and start servers on request. SSH bridges no longer start a server when none is listening. Clients display stopped and offline states and provide explicit Start actions for saved machines. Tests cover lifecycle transitions, remote starts, and client controls.
Possibly related issues
herdrdev/herdr#4291 — The changes preserve stopped status after an intentional stop and add an explicit Start action.
herdrdev/herdr#5231 — The bridge now refuses attachment when no server is running instead of starting one.

Explanation
The description is related to the changeset. It states the PR makes saved SSH reconnects attach-only and lets accepted API stops persist host state so clients show a stopped or offline machine with an explicit Start action. It also lists the removed Local keep-open feature, the removed machine-start CLI, the Windows launcher behavior, the required host helper and server updates, and the validation runs. These match the file summaries, which add lifecycle receipts, host status and start commands, and Start actions in the machine list.

Summary
Saved SSH reconnects now attach without starting stopped servers. Saved machines offer explicit Start when the host confirms that its listeners are absent.
Accepted Stops stay recorded until a new start is authorized.
Saved SSH reconnects attach without restarting a stopped server.
Stopped and offline machines have a separate Start action.

Reduce repeated SSH discovery without delaying host-start detection.
A stopped saved endpoint reaches connect_saved_ssh every two seconds. That call creates a new RemoteSsh, prepares the shared transport, performs platform and binary discovery, and checks host status. The shared transport probe does not cache these results. Client-status probing is conditional, so the original claim that every listed command always runs is too broad.
Do not apply the proposed 30-second retry cap as written. It can delay detection when another client starts the host. Keep host-status detection within the current two-second bound, and cache or reuse stable discovery results separately, with an invalidation path when the SSH installation changes.
start_now does not reset attempts, but start_epoch forces immediate retries, so explicit Start remains responsive.

Published independent master-based draft head 8efa679. Fixed the saved-Start cancellation finding, CLI guidance and bounded epoch-capture contention; both Unix CI failures were the same overlong test label, now shortened with screen diagnostics and named/default isolation proof retained. Required just check passed 3,514 native tests; dual local fast signoff is clean. Please review this exact head. Keep this PR draft/non-ready.

Please review exact head 4e7dcca. The sole follow-up captures ordinary startup's lifecycle epoch before the absence probe, defers receipt errors when attaching to a live server, and deletes the redundant no-argument wrapper. Saved SSH already preserves its observed epoch. Required just check passed 3,514 tests; same-id dual fast review is clean. PR remains draft/master and independent of #5609.
