Add the constants from the RDMA uverbs headers and the structs needed
to use RDMA_VERBS_IOCTL, so Go programs can use RDMA devices
without cgo. I'm writing a pure-Go verbs library that uses them; I'm not
aware of other users yet.

The structs are limited to the ioctl interface and the older write
command structs are left out. mkpost.go restores five field names
that cgo shortened, e.g. Max_send_wr in IBUverbsQPCap.
