Summary

• Follow-up to docs: point plotly tutorial at plotly_offline #1256: the machine overlay GPy/installation.cfg still said # library = matplotlib # plotly, none.
• Match defaults.cfg: name plotly_offline as the working Plotly backend, and note that 'plotly' / 'plotly_online' no longer upload to Chart Studio.

Test plan

• Comments only; overlay stays commented so install behaviour is unchanged
• defaults.cfg and installation.cfg now list the same plotting libraries
