Bump github.com/hyperledger-labs/fabric-smart-client (and integration, cc/query, host/libp2p) from v0.27.0 to v0.28.0 in all modules. Adapt to API changes: drop the removed libp2p bootstrap node from integration topologies, pass the new skip argument to QueryServiceClient, drop GO-2024-3218 from the govulncheck allowlist, pin monitoring images to FSC's versions, and link the v0.27-to-v0.28 upgrade guide. skipargument toQueryServiceClient.Build, vet, lint, govulncheck and tidy-check are clean locally. Hashicorp unit tests hit a local Docker container-name clash; integration tests are left to CI.
