Improved ramp handling for vehicles with multiple decks, including deck-aware movement and passenger placement.
Updated landing and falling checks to account for the lowest occupied position in each vehicle column, improving support detection for stacked-deck vehicles.
Vehicles in flight no longer receive ramp adjustments during movement checks.
The change updates ramp and passenger vertical-position calculations for stacked-deck vehicles. It also changes helicopter landing and vehicle falling or floating checks to account for the lowest occupied positions in vehicle columns.
Ramp calculations now account for stacked decks, part destinations, and whether the vehicle is flying. Passenger placement derives its vertical offset from the part’s deck height and destination ramp.
Column-based landing and support checks src/vehicle_move.cpp
Helicopter landing checks examine the lowest part in each occupied column. For stacked-deck vehicles, support and falling or floating checks use the lowest occupied position in each column.
The change fixes layer collapse on bridges, but it can still place a turning stacked-deck vehicle at the wrong z-level. Passengers on flying vehicles can end up one level off from their part. Vehicles leaving a ramp can stay suspended with one deck column raised. These should be fixed before merge.

Keep support checks for stacked-deck columns.
A stacked-deck vehicle can retain unequal column offsets after leaving a ramp. In advance_precalc_mounts(), col_ramp starts from prt.precalc[1].z - prt.mount_z; when the destination has no ramp, the code does not reset it. It subtracts only the common ramp_offset, so a raised lower-deck column can remain above unsupported terrain.
level_vehicle() now skips the support checks that previously detected unsupported Z-levels and called displace_vehicle(). check_falling_or_floating() is not a replacement: it stops after any lowest column has support. Check the lowest structural part in each column and lower unsupported columns without restoring the old whole-level collapse behavior.
