Adds Telemetry Tracker to the Error Reporting page, with the README and page TOC entries. Placed alphabetically after Sentry.
Telemetry Tracker is a hosted error tracker for JavaScript and TypeScript apps (grouped errors, source maps, releases, alerts). The hosted Free plan is €0 forever with no credit card: 250K ingest units per month, 14-day retention, 1 project and 2 API keys. It is not a trial or one-off credit. At the cap, new ingest gets HTTP 429 until the next month, with no overage charge. The figures come from the pricing section: https://telemetry-tracker.com/#pricing
The code is open source (MIT) and can be self-hosted: https://github.com/Telemetry-Tracker/telemetry-tracker
